Personal Baggage Vehicle Imports Banned by Govt

The federal government has approved major changes to the Import Policy Order 2022, banning vehicle imports under the personal baggage scheme. Now, only vehicles imported through the Transfer of Residence Scheme or as gifts will be allowed. Officials say the move aims to control vehicle inflows and prevent misuse of personal import schemes. The Economic Coordination Committee (ECC) approved the amendments, and the Ministry of Commerce issued a formal notification to implement them. These changes reflect the government’s effort to regulate imports and maintain transparency in vehicle entry.

Under the new rules, any vehicle imported through approved schemes cannot be transferred to another person’s name for at least one year. Officials explain that this restriction will discourage commercial exploitation of personal import facilities. It applies equally to vehicles imported as gifts or under the residence scheme. The policy aims to ensure that overseas Pakistanis benefit from the schemes without turning them into commercial channels. Authorities believe this step will also strengthen compliance with import regulations.

The government has extended the time allowed for importing vehicles from 700 days to 850 days. This change gives overseas Pakistanis more flexibility to bring vehicles into the country. Officials note that the extension is part of broader efforts to make import rules more practical and convenient. It ensures that eligible individuals have sufficient time to complete necessary paperwork and shipping procedures. Moreover, it aligns the policy with the needs of Pakistanis living abroad.

Minimum safety and environmental standards are now compulsory for all used vehicles entering Pakistan. Vehicles failing to meet these standards will be denied entry. The government states that this measure aims to protect road safety and reduce environmental risks. By enforcing these standards, officials hope to improve the quality of imported vehicles and safeguard public welfare. This policy aligns with Pakistan’s broader environmental and safety goals.

Additionally, vehicles imported under the Transfer of Residence Scheme must come from the same country where the overseas Pakistani resides. This new condition prevents misuse of the scheme through third countries. Officials say the requirement improves verification processes and ensures transparency. It also strengthens accountability for individuals benefiting from vehicle import schemes. Overall, the revised policy aims to make vehicle imports safer, fairer, and more regulated.
